Licensed Environmental Professional (LEP) certification from INSTEP (Phase I ESAs) USFWS Section 7 and Section 10 Consultations Section 7 requires the agencies to ensure that their activities are not likely to jeopardize the continued existence of listed species or adversely modify designated critical habitats. In addition, Section 10 authorizes the government to issue permits allowing for the incidental take of threatened or endangered species, which would otherwise be prohibited under the Endangered Species Act.
